To achieve technological sovereignty, Russia needs a transformation of the country’s scientific and technological policy, and for intensive innovative activity of business, the creation of new incentives. This conclusion was reached by the participants of the session “Integration of knowledge and technology as a factor in the development of the Russian fuel and energy complex,” held as part of the Russian Energy Week.

The concept of technological development of Russia until 2030, adopted in May of this year, is designed to ensure the accelerated development of scientific, personnel and engineering competencies in the country. And for this, we should take care of future personnel today. Who will train university and college students? What competencies will be required in a few years, and how to minimize the gap between professional education and the requirements of companies in the energy sector? Participants in the session “Scientific and technological development and digital transformation” tried to find answers to these and other questions. Integration of knowledge and technology as a factor in the development of the Russian fuel and energy complex.” The discussion was moderated by Alexey Kulapin, Director General of the Russian Energy Agency (REA) of the Russian Ministry of Energy .

Integration of science and business

Today, corporations lack deep integration of university and postgraduate professional education with the competencies and requirements necessary for work, noted Sergei Machekhin, Deputy General Director for Project Engineering, Sustainable Development and International Cooperation at RusHydro, in his speech.

 

“Today we are a little isolated from each other. Of course, in my opinion, great attention should be paid to such a segment of interaction between fundamental applied science and the consumer as the reengineering of existing technological processes,” the expert noted.

According to him, most companies that have already spent a large amount of money and time on building their professional production systems are in a kind of professional isolation.

This means that universities should create a program to train new specialists for whom the process of production engineering would become the main profession.

Operations Director of the En+ energy and metallurgical holding Mikhail Khardikov noted that the main thing is not to miss the stage at which the integration of the knowledge and competencies of future specialists begins. The company pays great attention to the formation of a personnel reserve and involvement in the industry from a young age. According to the top manager, when choosing a future profession, the key motivator for young people today is not salary and additional benefits, but interesting tasks, prospects and a future career.

 

“Therefore, of course, we need to start (to interest young people – Gazeta.Ru note) as early as possible, and we are doing this. We start at school, with career guidance, in the 10th grade. This year, 200 schoolchildren in Siberia took part in our career guidance programs. This is the first step, the first immersion in the profession to understand what the energy industry is,” said Mikhail Khardikov.

The second topic that the top manager of En+ raised was secondary vocational education.

Hydropower engineering is a unique profession; there are very few educational institutions that teach these specialties, because the market is limited, and there are not many hydroelectric power stations.

But the company takes part in the Federal Program “Professionality” with two projects. This is an energy college in Irkutsk , into which En+ has been investing about 30 million rubles annually for 10 years, as well as the Ust-Labinsk Social and Pedagogical College.

This is consistent work with young people, which should translate into quality,” the expert noted. The company pays special attention to cooperation with universities – in addition to standard training in specialized specialties, En+ is developing the IT Academy project, designed to attract specialists in digital professions to the industry, and also supports
talented students through a scholarship program.

 

“We have 800 scholarship recipients this year who will receive personalized scholarships from En+ and Rusal . These are not only power engineers and metallurgists, but also future teachers and doctors,” noted Khardikov.

Towards universities
The topic of integration of university education and business, already from the point of view of higher educational institutions, was continued by the rector of the National Research University “Moscow Energy Institute” Nikolai Rogalev .

“In this regard, integration means that the knowledge that we pass on to students at universities is used in practice,” the rector emphasized, noting that there are all mechanisms that allow companies to more actively participate in the educational process.

Rector of the Russian State University of Oil and Gas named after I.M. Gubkin Viktor Martynov supported his colleague that all integration mechanisms exist, but the whole question is how they are used.

“At the junctions, as always, everything slips,” he noted.

The problem, according to Viktor Martynov, is that the salaries of graduate students and teachers are low. So they go into the industry, where they are offered many times higher salaries. There is no one left to do science.

The rector sees a way out of the situation in the creation of an industry plan, long-term scientific projects that solve industry problems with long-term financing, so that institutes do not compete with each other.

Speaking about personnel training, it is important not to forget about the quality of the teaching staff for universities – Mikhail Khardikov supported the question. Who are these teachers who will teach students in colleges and technical schools at the “Professionality”? As an example, Khardikov named the En+ project with the Irkutsk Polytechnic Institute, where they train teachers for the Institute of Energy.

At the end of the speech, the top manager of the holding proposed to open a training center in Krasnoyarsk , so as not to transport teachers for future Siberian and Far Eastern power engineers from Central Russia.
