Today, one of the key tasks of the state is the widespread introduction of artificial intelligence (AI) technologies in sectors of the economy and public administration. Sber actively participates in the implementation of the National Strategy for the Development of AI until 2030 as a center of competence for the federal project “Artificial Intelligence” and a participant in the agreement with the Government of the Russian Federation on the development of the high-tech industry “artificial intelligence”. Transformation starts with motivation
Artificial intelligence is an end-to-end technology that provides a multiple increase in efficiency in almost any area, improves the quality of management and the quality of life of the population. But due to the inertia of thinking, the transition to new operating principles does not happen overnight.
Any transformation begins with the desire to solve problems faster and at a qualitatively new level.
In the case of regions – from the desire of their leaders to make people’s lives better. Therefore, it is important to interest the heads of the constituent entities of the Russian Federation in the best practices and show them the effective technologies that are already working and the specific improvements that they bring.
This is exactly what happens at design sessions that Sber experts, together with authorities, conduct throughout the country. Participants break into project teams and use design thinking tools to generate practical ideas for using AI in various fields and industries.
To date, several dozen such sessions have already taken place, over a thousand key civil servants, including governors, took part in them, and more than 650 ideas were taken into account.
It is important that the session does not end, but only begins. The next stage is a roadmap and consistent implementation of AI.
According to the first deputy chairman of the board of Sberbank, Alexander Vedyakhin , the transition to a modern model of public administration using machine learning and big data is impossible without AI transformation of the regions.
“The range of capabilities of artificial intelligence is enormous – from the quick detection of illegal waste dumps to personal assistants for civil servants in the correct preparation of documents. Design sessions allow you to quickly dive into the topic of AI and get a quick assessment of its applicability for solving specific problems in the regions. AI technologies are changing the world right now, and those who start using them earlier will become more efficient and win the competition,” he is confident.
Why do regions need this?
Firstly, there are great hopes for artificial intelligence in the field of processing incoming requests and working with documents: large language models, such as the GigaChat service, can significantly improve the quality and increase the speed of providing citizens and businesses with information that is important to them.
Secondly, AI is capable of solving complex complex problems of remote monitoring of large areas using satellite images, photo and video recording from drones and surveillance cameras.
For example, monitor deforestation, pollution of water bodies, development and correct operation of environmental zones, detect illegal and spontaneous landfills, identify and introduce unregistered objects into tax circulation, and much more.
Thirdly, AI can help in effectively managing the road transport network, identifying traffic violations, planning the load of roads and parking lots, managing the traffic light network, and predicting the required amount of public transport on routes.
AI is actively penetrating into agriculture. Agricultural field monitoring and assessment systems help analyze and predict yields, detect plant diseases, weeds and other problems using photo and video footage from drones.
Particular attention around the world has been focused on the implementation of AI in medicine, which is developing very actively.
In particular, the AI-based solution “Brain CT” automatically determines the presence of signs of stroke on a non-contrast CT examination, highlights areas of pathology with a colored outline, and also calculates the total volume of brain damage.
Another example is the “TOP-3” smart medical assistant system from SberMedII, which helps doctors make a preliminary diagnosis based on the patient’s medical history and medical records. Voice filling of medical protocols is actively developing: speech recognition technology helps to translate the doctor’s oral speech into text – filling out medical protocols by voice. Deputy Minister of Health of the Russian Federation Pavel Pugachev previously reported that 70 Russian regions are implementing AI solutions in medicine.
As Alexander Vedyakhin said, in Sberbank a large team of specialists from different departments is working on the AI transformation of the regions; chairmen of territorial banks and managers of head offices in the regions play an active role.
“The collective work of our experts within the framework of a design session helps, literally in one day, not only to discuss relevant cases in the field of AI, but to identify ideas and projects that are suitable for a specific region. This format has proven to be an effective tool for working with local authorities. As a result of the design sessions, we have already signed more than a dozen agreements on the implementation of AI tools, and the regions have begun implementing innovative projects in a variety of industries,” said Sber’s top manager.
For example, in the Moscow region , 10 products using AI have already been successfully implemented : the Svetlana robot, the Dobrodel robot, an “electronic coupon” for the removal of construction waste, control of technical inspection, environmental monitoring, taxi control, control of buses before departure, railway safety control , control of the presence of ice and snow in apartment buildings, control of forest fires.
Artificial intelligence has been used in the Chelyabinsk region for a long time – in the field of healthcare, security, public transport, housing and communal services, and urban services. It is planned to launch a digital platform for remote monitoring of patients with chronic non-communicable diseases. To do this, use the online medical service SberHealth.
AI transformation is actively gaining momentum on Sakhalin. Thus, a number of technologies have been introduced in healthcare, including the Voice2Med program. Computer vision solutions are used to ensure security in the island region. In addition, a pilot project has been launched to detect unauthorized landfills using drones.
Getting closer to the best world practices
According to expert forecasts , the development of AI, in particular large multimodal models (ChatGPT, Gigachat, Kandinsky and others), can provide up to 7% of cumulative global GDP growth by 2030, or almost $7 trillion. It is important not to lag behind this trend, therefore Russia is now faced with the task of large-scale implementation of AI in the industry for further economic growth and ensuring the country’s technological sovereignty.
According to Vladimir Averbakh , a member of the coordination council of the Alliance in the field of artificial intelligence , if you correctly apply AI in processes, you can significantly save time and money, and most importantly, improve the quality of life.
“Smart diagnostic and patient monitoring systems save lives. Personal assistants help people adapt to a rapidly changing world. Industrial quality control based on computer vision prevents defective products from reaching the market. In agricultural regions, artificial intelligence predicts yields and detects plant diseases. In tourism, it predicts flows and helps equip popular routes with the necessary infrastructure. In cities – helps manage traffic and detect problems on the roads, increases safety on the streets and in social institutions. This list goes on,” says the expert.
It is important not just to support individual projects, but to develop the entire market for AI solutions in a comprehensive manner.
For example, with the help of Sber, a partnership program has already been launched for vendors and integrators, including regional ones: the bank provides its sales channel to AI developers, having previously checked them for competence and reliability.
